The conclusion of OTAs could bring about some big-time player movement across the NFL landscape. There are a lot of big-name players being rumored to be on the trade market, and now that the calendar has flipped past June 1, teams are flipping over to a new budget year and making post-June 1 adjustments.

Could we see some moves of the blockbuster variety?

We're going to take a look at moves that should be made by all 32 teams after the conclusion of OTAs. Some teams are going to be urged to add players while others are going to be projected to say some necessary goodbyes. There are a lot of players around the league who might need to get into better situations and some teams who might need to be aggressive in pursuing some upgrades after a lackluster offseason.

Let's look at all 32 teams and moves that should still be made in 2025.

1 trade or signing for all 32 NFL teams after OTAs

AFC North

Cleveland Browns: Flip QB Joe Flacco and RB Jerome Ford for draft picks

If the Browns have any respect for Joe Flacco whatsoever, they’ll trade him to a place where he can actually do a little something at the age of 40. To be fair, Flacco also agreed to sign with the Browns, and the game of musical chairs at the quarterback position around the NFL hasn’t left him with many options. Maybe the Browns really are his best option, but Cleveland needs to dive headfirst into a youth movement. Jerome Ford is lost in the numbers game after the Browns selected Quinshon Judkins and Dylan Sampson.

Pittsburgh Steelers: Sign QB Aaron Rodgers, trade for TE Jonnu Smith

The moves the Steelers need to make/will make are obvious at this point. This team simply cannot go into the 2025 regular season with Mason Rudolph as the primary starting quarterback. Insiders around the NFL have been hinting at Rodgers joining the Steelers, and it seems that move is going to happen at some point or another. The other bonus move(s) here would be trading for TE Jonnu Smith (who was awesome last year for the Dolphins) and either signing Gabe Davis or trading for Romeo Doubs.

Cincinnati Bengals: Sign EDGE Von Miller

The Bengals might not be able to be picky on the defensive side of the ball. It feels like they are in a similar position this year to where the Atlanta Falcons were last year. They might need to get creative in finding players to add to the defensive side of the ball. Veteran Von Miller might not be the dominant every-down force he once was, but the Bengals could get a veteran pass rusher to help them close games.

Baltimore Ravens: Trade TE Mark Andrews for a pick

You don’t exactly want to see the Ravens make their roster worse at this point in the offseason, but they keep talking about how they want to unlock Isaiah Likely, and they are running out of time to get value for Mark Andrews. Pretty soon, Andrews is just going to walk in free agency and the Ravens will be lucky to recoup a 5th or 6th-round compensatory pick. There are enough teams out there right now that would trade for him, and for proper value.

AFC South

Jacksonville Jaguars: Trade RB Travis Etienne for RB Rachaad White and a pick

The Jacksonville Jaguars have maintained that they are not interested in trading former first-round pick Travis Etienne, but that hasn’t slowed down the trade rumor mill at all. If the Jaguars truly don’t intend on featuring Etienne this year, perhaps Liam Coen can send him to a decent situation as the RB2 in Tampa Bay while getting back a familiar depth piece like Rachaad White and a draft pick to help everyone feel like they’ve won a little bit.

Tennessee Titans: Trade for EDGE Trey Hendrickson

If the Bengals are going to trade Trey Hendrickson, and that’s not a foregone conclusion, I think the misconception is that they would just trade him to the biggest Super Bowl contender needing a pass rusher. How about trading him to the worst team in the NFL last year? The Titans have no edge rush presence right now, and they have been making odd moves for veteran guys, indicating a belief that they can compete sooner rather than later. Titans head coach Brian Callahan knows Hendrickson well from his time with the Bengals.

Indianapolis Colts: Trade for QB Kirk Cousins

We will have a follow-up to this move later on, but the idea of the Colts trading for Kirk Cousins might have some merit. Shane Steichen has already added Daniel Jones to his roster this offseason, but he’s going to be under a good amount of pressure to get that team back to the postseason and Kirk Cousins might be just the fail-safe he needs to make that happen. The Colts have a brutal situation at the QB position right now and Cousins could work well there.

Houston Texans: Sign OL Dalton Risner

The Houston Texans completely revamped their offensive line this offseason, and while they’ve already made a number of “Moneyball” types of decisions to upgrade the depth there, they might be able to snag one more valuable piece. Dalton Risner did a pretty good job for the Vikings in his opportunity there, and Texans GM Nick Caserio has actually been borderline addicted to signing former Denver Broncos players.

AFC East

New England Patriots: Trade for EDGE Kayvon Thibodeaux

The New England Patriots are still flush with salary cap space (over $67 million) and they have the infrastructure in place on the roster to be able to make a bold trade for someone like Thibodeaux. I don’t think they should mortgage a future 1st-round pick or anything, but the Giants might be willing to play ball here with the selection of Abdul Carter 3rd overall in the 2025 NFL Draft. The Pats have veteran Harold Landry reuniting with Mike Vrabel off the edge, but getting a young player like Thibodeaux could be perfect for this ascending team.

Miami Dolphins: Sign SAF Justin Simmons

The Miami Dolphins might just need to go shopping in NFL Free Agency for a bunch of veterans looking for work in 2025. Justin Simmons is an outstanding safety who is shockingly sitting around in free agency for the second consecutive year. Simmons has a good pal on the Dolphins’ roster in fellow former Broncos starter Bradley Chubb, who perhaps could do some lobbying to get the veteran ballhawk in South Beach.

New York Jets: Trade for WR Jameson Williams

How about a little shocker? Although I don’t feel the Lions are likely to trade Jameson Williams at all, this would be a fun move for them and it could make some sense for the Lions as well. The Jets need to make a splash to upgrade their roster. Detroit might not want to invest in Jameson Williams, and he might be one mistake away from completely tanking his value. If the Jets are willing to send over a 2nd-round pick plus someone like Malachi Corley, is that enough to entice Detroit?

Buffalo Bills: Trade for CB Jaire Alexander

The Buffalo Bills need to make sure they have the appropriate pieces in the defensive backfield to make a deep postseason run in 2025, and Jaire Alexander might be the missing piece for that unit right now. The Bills and Packers came together a couple of years ago for the Rasul Douglas trade, which benefitted the Bills tremendously for a stretch. The Packers might not be as inclined to trade Alexander now that the draft has passed, but if he’s still available, the Bills should be aggressive in pursuit.

AFC West

Las Vegas Raiders: Sign CB Rasul Douglas

The Las Vegas Raiders have had a horrendous offseason on the defensive side of the ball, and still have gaping holes in the secondary. They have been going after budget-friendly and underrated moves on that side of the ball all offseason, but for what reason? This team had some of the most cap space of any team in the league. They have Eric Stokes atop the depth chart at corner along with Jakorian Bennett right now. Getting the veteran Douglas in there to at least see what he’s got could make sense.

Los Angeles Chargers: Trade for TE Mark Andrews

The Harbaugh-to-Harbaugh connection could come into play here as the Ravens are looking to get Isaiah Likely a more featured role in their offense, and perhaps trying to find Mark Andrews as soft of a landing as possible. The Chargers sniffed around Evan Engram earlier this offseason and didn’t use any picks on the TE position until the 5th round. They could be the perfect spot for Andrews, but do the Ravens want to trade him to another AFC playoff team?

Denver Broncos: Find a way to get LB Germaine Pratt

The Cincinnati Bengals have had a number of upset defensive players this offseason, one of them being linebacker Germaine Pratt. With the team drafting his replacement, it seems it’ll be only a matter of time before they officially send him packing. The Broncos could use another player at inside linebacker with Dre Greenlaw having an extensive recent injury history, Alex Singleton coming off of a torn ACL, and former 3rd-round pick Drew Sanders nothing but a wild card option at this point.

Kansas City Chiefs: Sign DE Jadeveon Clowney

The Kansas City Chiefs are always seemingly open to the big-name veteran additions these days, especially for the ring chasers. Jadeveon Clowney has shockingly been a journeyman player for his NFL career after looking like a sure-fire superstar coming out of South Carolina once upon a time. He’s still capable of being productive in a rotation off the edge, and the Chiefs could be a fun landing spot for him this season.

NFC North

Detroit Lions: Bring back EDGE Za’Darius Smith

At this stage of the offseason, the Detroit Lions have clearly not done enough to upgrade off the edge based on what we saw last season. They are obviously holding out hope that Aidan Hutchinson can return to form in his return from a scary leg injury, but they shouldn’t be putting all their eggs in that basket. A reunion with Za’Darius Smith makes sense, along with any possible trade the Lions could make to upgrade their pass rush before the start of the 2025 season.

Minnesota Vikings: Sign CB Asante Samuel Jr.

The Minnesota Vikings have a tremendous roster already, but there are areas they could upgrade or at least take calculated risks on players. The cornerback position is arguably the primary weakness of Brian Flores’s defense right now, and when Asante Samuel Jr. is healthy, he could be an impact addition. The Vikings have no good reason not to bring in a player like this who can be a good starter when healthy and net them a nice compensatory pick if he plays himself out of their price range next offseason.

Chicago Bears: Sign RB Nick Chubb

I don’t think Ben Johnson is going to stand pat with the current group of running backs he has at his disposal. It’s not talked about often enough that D’Andre Swift was a castoff of the Detroit Lions and now we’re just meant to believe that he’s going to be Johnson’s featured guy? Anything is possible, but taking a shot on a veteran like Nick Chubb makes some sense for the Bears. For a one year investment, Chubb is worth the risk.

Green Bay Packers: Trade Romeo Doubs; Trade for CB Ja’Quan McMillian

I can actually see the Green Bay Packers being quite active in the lead-up to the 2025 regular season. Or, they might just do nothing at all. The Packers could be a team that trades for a prominent edge rusher. They could possibly trade Jaire Alexander. They could trade from their receiver depth like getting value for Romeo Doubs or Christian Watson. I think The Packers obviously need to do something or they run the risk of wasting the value of players on the team. Trading Doubs makes sense after the drafting of Matthew Golden, and getting a corner like Ja’Quan McMillian could be a fun dart throw regardless of what they do with Jaire Alexander.

NFC South

Atlanta Falcons: Trade TE Kyle Pitts already

The Falcons have seemingly flirted with the idea of trading away tight end Kyle Pitts for a couple of years now, and they should just do it already. Pitts might not be able to realize his potential in Atlanta and the Falcons might as well stop spinning their wheels with that one. There will be a list of teams lining up ready to make offers if he’s available, so the Falcons should just make it happen. They have plenty of players to feature in that offense already.

Carolina Panthers: Sign EDGE Drake Jackson

The Carolina Panthers might have the worst collection of defensive players in the NFL right now. I would love to see this team take a calculated risk on a player like Drake Jackson, a former second-round pick by the San Francisco 49ers. These are the types of risk/reward players a team like Carolina should be bringing in for defensive coordinator Ejiro Evero. If you bring in enough guys who were highly graded on your NFL Draft board, you never know when one of them might hit.

Tampa Bay Buccaneers: Sign SAF Julian Blackmon

The Buccaneers have had a pretty darn good offseason as they try to defend their NFC South title, but they could upgrade at the safety position next to Antoine Winfield Jr. One of the players who is shockingly still sitting out there in NFL free agency is Julian Blackmon, a starter for the Colts who is still only 26 years old. Blackmon has 10 career interceptions and had three of them last season.

New Orleans Saints: Trade for QB Anthony Richardson

Alright, let’s get nuts with this one. You can chalk this up to the “not happening” category but I would love to see it happen. Kellen Moore put together a phenomenal plan last year for Jalen Hurts and the Eagles, and could potentially do the same for the former 4th overall pick Anthony Richardson. We have the Colts trading for Kirk Cousins on this list, so what if that happens? Would they keep Richardson around? The Saints have no clear direction at QB, so throwing the talented Richardson into the mix could be interesting.

NFC East

New York Giants: Trade QB Jameis Winston, Trade for TE Kyle Pitts

The Giants should get some clarity in the near future at their quarterback position by narrowing their options to Russell Wilson and Jaxson Dart. And from there, they need to have a clear exit strategy for Wilson. I like the idea of the Giants making a play for Kyle Pitts as well. They added Greg Dulcich late last year as a sign that they’re not content with that position. Even if you expect Theo Johnson to take a leap forward, getting a talent like Pitts in the fold can’t hurt.

Philadelphia Eagles: Trade for EDGE Jaelan Phillips

Eagles GM Howie Roseman is no stranger to pulling wild trades out of a hat. He makes stuff happen, no matter what juncture of the offseason we may be at. Jaelan Phillips has not really been discussed as a trade option but the Dolphins used a 1st-round pick on Chop Robinson last year, Bradley Chubb is in the midst of a big-money deal, and they need future draft pick assets. Phillips has struggled with injuries and is in a contract year. It’s the perfect “buy low and make Howie Roseman look like a genius” type of move.

Washington Commanders: Trade for EDGE Boye Mafe

The Commanders, like a number of teams this past offseason, didn’t do enough to upgrade their pass rush off the edge. It’s shocking to see so many contending NFC teams dealing with a similar issue (Commanders, Lions, Bucs, others). There should be opportunities after OTAs to scour the rest of the league’s depth charts and find guys who have maybe fallen out of favor. Boye Mafe is an ultra-athletic former second-round pick who has no attachment to the current coaching staff. And he’s effectively been replaced by the likes of DeMarcus Lawrence and Derick Hall.

Dallas Cowboys: Sign DL DeMarcus Walker

The Dallas Cowboys brought in Matt Eberflus to come in and run their defense this offseason, so how about getting one of his favorite free agent acquisitions while he was with the Chicago Bears? You can never have too many guys who can get after the quarterback on your defensive front, and DeMarcus Walker has made a living doing that for a long time at the highest level. The Cowboys could bring him in as a versatile rotational piece on the defensive line.

NFC West

Seattle Seahawks: Trade TE Noah Fant for a pick

We’ve already seen a significant exodus out of Seattle this offseason, especially for prominent offensive players, and Noah Fant could be the latest one sent packing. The Seahawks used a second-round pick on Miami star tight end Elijah Arroyo, and they also got some really nice contributions last season from fourth-round pick AJ Barner. Getting rid of Fant shouldn’t be difficult as teams are always on the hunt for fast, athletic players at the TE position.

San Francisco 49ers: Trade for CB Jalen Ramsey

The 49ers should find a way to make a trade for veteran cornerback Jalen Ramsey before the Rams do it. The Niners have had a ton of players leaving already this offseason, but the recent trade to acquire Bryce Huff is our latest proof that this team isn’t packing it in for a reload year. They are going to make a run at the NFC West crown, and getting a veteran like Ramsey for their secondary could be the perfect addition this late in the offseason.

Arizona Cardinals: Sign LB Ja’Whaun Bentley

Cardinals general manager Monti Ossenfort was the New England Patriots’ director of college scouting when they found Ja’Whaun Bentley in the 5th-round of the 2018 NFL Draft. Those are the type of things that mean something to executives and Bentley is currently looking for work. Despite the fact that he’s dealt with injuries, Bentley is a tackling machine and could be a fun late addition to Jonathan Gannon’s defense.

Los Angeles Rams: Trade for CB Greg Newsome

If the Rams are in the market for someone like Jalen Ramsey, it doesn’t necessarily mean they will be after every cornerback that might be available. But if the Cleveland Browns start offloading some players who won’t be with the team beyond this season, the Rams would make a lot of sense for former first-round pick Greg Newsome. Newsome has played almost exclusively in the slot for the Browns but he could be a huge addition inside or outside for the Rams. The Rams didn’t do enough to upgrade their secondary this offseason and this could help make up for it.
