24. Cleveland Browns (21)
Deep down, there was a small part of the Cleveland Browns that truly believed they would be the ones to hand the New England Patriots their first loss of 2019, which obviously would have been amazing to witness.
While there were a few times in which it seemed like the Browns were actually going to pull this off in the sloppy conditions, Cleveland came up short 27-13 to suffer their fourth loss over the last five games.
For a team with Super Bowl expectations back in the summer, this was the last position the Browns expected to find themselves in after the bye week since Cleveland may not even have what it takes to finish above .500 on the year.
Clearly, the Browns are still a work in progress, and it seems premature to have labeled them a Super Bowl contender back in the offseason since the inexperience continues to play a big role in the struggles behind this team.
Once again, the questions are beginning to emerge over whether Baker Mayfield is the right answer for this team on offense since a team like Cleveland with so many weapons to work with can only handle so many disappointing performances.
Most quarterbacks would do anything to be part of an offense consisting of weapons such as Nick Chubb and Odell Beckham Jr. to work with, yet the struggles still continue for the former No. 1 pick.
