4. Tampa Bay Buccaneers

The internal struggle within the Tampa Bay Buccaneers offense between good Jameis Winston and bad Jameis Winston is both endlessly entertaining for outside observers and highly stressful for those invested in the success of this team. In his fifth season, Winston still has moments where he looks every bit like the No. 1 pick. Then he has others where he looks like he doesn’t belong in the NFL.

With the arrival of Bruce Arians at head coach and Byron Leftwich at offensive coordinator, the Buccaneers were hoping that Winston would finally be the franchise quarterback they drafted him to be. And yet, that has not materialized in the 2019 season. Even with a Week 12 win, the Bucs are still only a four-win team this season and are well outside the playoff picture.

It seems almost certain that Tampa Bay will part ways with Winston, whether it be after the 2019 campaign or after 2020. If they choose to do so sooner rather than later, though, they could look to the veteran Rivers to be the stopgap before they peg their next guy. And the situation should be attractive to the current Charger.

Rivers would get to work with a fantastic cast of weapons with Mike Evans, Chris Godwin and (dare I say it) O.J. Howard in the fold. There are also pieces on the offensive line worth keeping, though they need upgrades. And the defense has talent as well, though it needs work too. Even still, Rivers could take this team to another gear, especially if he could be less turnover-happy than he’s been this year.
