28. Tampa Bay Buccaneers (29)

No matter how good the Tampa Bay Buccaneers look in the preseason, the biggest challenge for this team is going to be figuring out a way to get by those first three games without their star quarterback in Jameis Winston under center. Due to a suspension, the Buccaneers will be without Winston to start off the year, and as much confidence as they have in Ryan Fitzpatrick to fill in for the mean time, nobody knows what to truly expect.

There have been numerous times throughout his career when the veteran quarterback has played at a high level, and Tampa Bay has certainly done a great job in setting him up to succeed thanks to weapons like Mike Evans at receiver. But when comparing the two quarterbacks on paper, Fitzpatrick doesn’t even come close to the skills that Winston brings to the table, even if he is more experienced.

Coming up on the losing end to the Detroit Lions in Week 3 of the preseason was frustrating at first since it’s not often a team scores 30 points like the Buccaneers, and fails to win the game. Defense was an issue for Tampa Bay throughout 2017, and the unit better figure out a way to make the necessary adjustments before the end of preseason, or it’s going to be another long year.
