24. Blake Bortles, Jacksonville Jaguars (22)

How the Jacksonville Jaguars stay competitive with the inconsistencies from Blake Bortles is a mystery. He just had one of his best games in Week 2 as they upset the New England Patriots. Then he goes out against the Tennessee Titans and stinks it up in a 9-6 loss.

23. Baker Mayfield, Cleveland Browns (NR)

It was about as perfect a showing as Baker Mayfield could have asked for. The Cleveland Browns had to turn to their No. 1 overall pick and it took roughly three seconds for him to show why he should be the starter over Tyrod Taylor. Not only was he firing the ball with much more power, but he also was able to light a fire under the whole offense.

Suddenly running lanes parted like the Red Sea with safeties finally having to back up and respect the pass. On top of his 201 yards in just over two quarters, the rookie did something no one has done for 635 days — lead the Browns to a win. He won’t be perfect going forward, but he has to be the starter now, and that’s encouraging for Cleveland fans who have been desperate for a gun-slinger for years.

22. Ryan Tannehill, Miami Dolphins (28)

Somehow, Ryan Tannehill and the Miami Dolphins have started the season out 3-0 and in charge of the AFC East. On Sunday, he had another strong outing to get his team to their third win of the season. Tannehill was an efficient 17-of-23 for 289 yards with three touchdowns and no turnovers.

On top of his solid passing day, he added 26 yards on the ground. The rest of the offense managed 15 yards on the ground. That showed he was able to do enough to win, even without help. Tannehill has had his questions in the past, but he’s showing improvement this season after missing all of 2017 with a knee injury.

21. Case Keenum, Denver Broncos (21)

Interceptions are becoming all-too-common for Case Keenum. In the first three weeks, he’s already thrown five of them against just three touchdowns. So far, he’s not living up to the hype and the Denver Broncos are lucky to be at 2-1.
