28. Jameis Winston, Tampa Bay Buccaneers (NR)

Ryan Fitzpatrick made believers of us all. He threw for 11 touchdowns during the three-game suspension of Jameis Winston and stole the starting job from the No. 1 pick. Then he gave it right back with a rough Week 4. Winston then came in and threw two picks. He isn’t much better.

27. Baker Mayfield, Cleveland Browns (23)

He looked like he was ready for a move to Canton in a Week 3 win after coming in for an injured Tyrod Taylor. In Week 4, Baker Mayfield looked more like a rookie with four turnovers. He still showed he belongs, but there’s a way to go until he has them in playoff contention.

26. Marcus Mariota, Tennessee Titans (31)

His touchdown pass to Corey Davis to upset the Philadelphia Eagles was a thing of beauty. Still, it’s hard to believe in Marcus Mariota too much. We all have seen him go from looking like a stud one week to struggling to complete a pass the next. There’s also the constant durability concerns.

25. Blake Bortles, Jacksonville Jaguars (24)

Speaking of inconsistency, we have Blake Bortles. He too can look great one week and then completely off the following. At times he’s the reason the Jacksonville Jagaurs win and at other times he simply just has to not mess up.
