1. Penny Hart, Georgia State

Finally, we have a name that may not be well-known, but it will be soon. Penny Hart is a 5-foot-8, 180-pound receiver who had 2,960 yards receiving and 19 touchdowns in his four seasons with Georgia State.

Brad Kelly of The Draft Network is high on Hart’s ability to run the horizontal routes and get in and out of his breaks well:

"“Hart’s best routes come off of horizontal breaks, as he utilizes a dead leg cut to stop his stem and accelerate through the break. Slight changes in direction come easily to Hart, making double moves like the “post-curl,” dig or “burst corner” his most efficient routes. Will finish downhill on his curl routes, finding windows in-between the hook and flat defenders.” — Kelly, The Draft Network"

While Kelly compared him to Richie James of the San Francisco 49ers, another very flattering comparison for Hart came from Rotoworld’s Josh Norris, who tweeted a clip of Hart and said he reminds him of Taylor Gabriel of the Chicago Bears.

It wouldn’t be shocking to see Hart shoot up draft boards the more people get to see him. He’s got all the tools to be a real weapon in the slot at the next level and is easily the best option to replace Beasley should the Cowboys do so via the draft.

The only question will be how high he goes up those boards. If Hart continues to wow scouts, they may need to use a fourth-round pick — or possibly third — to land him. But he would be worth it.
