22. Baltimore Ravens: Kelvin Harmon, WR, NC State

The Baltimore Ravens made it official this season when they turned things over to rookie quarterback Lamar Jackson. The No. 32 overall pick started the final seven games and was 6-1, but Baltimore then lost their first playoff appearance. During that defeat at the hands of the Los Angeles Chargers, Jackson struggled but the team remained steadfast in their decision to roll with him under center as Joe Flacco watched the team struggle to move the ball.

Now, Flacco is gone as the Ravens sent him to the Denver Broncos in exchange for a mud-round pick. Now, there won’t be any questions — even when the offense struggles to put up points. To try an ensure those struggles stay minimal, Baltimore gets Jackson a legitimate No. 1 wideout in Kelvin Harmon out of North Carolina State.

The 6-3, 214-pound Harmon has recorded more than 1,000 yards in each of the past two seasons with 2018 being his best campaign. He finished that year with 1,186 yards and seven touchdowns off 81 receptions.

Baltimore did add some talent this offseason after years of struggles at receiver, but they shouldn’t be done yet. Willie Snead and Michael Crabtree are nice pieces, but they’re not No. 1 guys. Neither was John Brown, who could also be on the way out as he’s about to be a free agent. Harmon could slide in and complete the unit as he grows alongside Jackson.
