28. Tampa Bay Buccaneers (23)

At 5-11 in 2018, the Tampa Bay Buccaneers came in last place in the NFC South. They then decided to move on from head coach Dirk Koetter and wound up selecting Bruce Arians as the new leader of their football team. Arians has a great track record but did struggle at the end with the Arizona Cardinals and there are concerns about how long he wants to coach.

Those concerns about Arians are minimal in relation to how much they should be concerned about Jameis Winston. The former No. 1 overall pick struggles as a leader and has a losing record for his career. He’s also a problem off the field as he proved again in 2018 by starting the year suspended. Then there’s the problem of him being a turnover waiting to happen.

Tampa Bay also lost a couple of big weapons in Adam Humphries and DeSean Jackson while replacing the well-respected Gerald McCoy with another potential problem child in Ndamukong Suh. Oh, and they didn’t fix the running game either which was a sore spot in 2018.

It’s safe to say at this point that this team isn’t on the upswing. There’s a good chance that they once again finish on the bottom of their division and then they’ll have to consider blowing up the roster and starting fresh.
