23. QB Jameis Winston, Tampa Bay Buccaneers

2019 Salary: $20,922,000

Where he will sign: Miami Dolphins

It’s so difficult to figure out what the future holds for Jameis Winston. On one hand, he’s still a capable NFL starter who can win games with his arm and legs. On the other hand, he’s a turnover machine who can singlehandedly send games down the drain.

Just ask the Tampa Bay Buccaneers and their frustrated fans.

While there’s still the potential the Buccaneers bring him back on a short-term deal, I don’t see that happening. More than likely, Bruce Arians will go in a different direction this offseason (more on that later). That leaves Winston searching for a new place to call home, and a number of free-agent quarterbacks (and incoming rookies) to contend with for a starting gig.

Seeing as he played his college ball at Florida State and spend his first five years in the league with Tampa Bay, it just makes sense for him to stay in Florida. With that in mind, he joins the Miami Dolphins, who have more than enough money to entice him with a big-money, short-term deal.

However, don’t be surprised if the Dolphins still add an arm via the draft. That’ll put pressure on Winston to retain the starting job and earn a new contract, which he’s capable (but not guaranteed) of pulling off.
