20. Tampa Bay Buccaneers (18)

Jameis Winston made the wrong kid of history for the Tampa Bay Buccaneers during Week 17 after becoming the first quarterback to finish the regular season with 30 touchdown passes to go along with 30 interceptions.

One of the biggest questions surrounding the Buccaneers throughout 2019 has been whether Winston deserved to continue being the quarterback in Tampa Bay beyond the season since the former No. 1 pick has been one the most difficult players to figure out.

As the numbers clearly show, there have been numerous times in which Winston shines to the point where he looks like a top quarterback in the league, only to have performances like Week 17 as well in which the turnovers are an issue.

Winston may believe he is worthy of a hefty contract from the Buccaneers, but also the team would be foolish to jump the gun since there are plenty of concerns as well.

From a talent perspective, most quarterbacks would do anything to have the kind of weapons Winston is fortunate enough to work with, which only adds to the long list of frustrations surrounding this situation.

Until Winston figures out a way to fix the turnover issues, the concerns aren’t going to disappear anytime soon.
