1. Miami Dolphins

Prior to last season, the Miami Dolphins knew they had nothing to lose in acquiring Josh Rosen from the Arizona Cardinals since the former first-round pick was out of a job due to the team deciding to go with Kyler Murray instead.

By ending up with the Dolphins, Rosen seemed like he would have a much better shot at earning a starting job down the road since Ryan Fitzpatrick was only the short-term answer.

But since there are no guarantees that Rosen will turn out to be the quarterback Miami needs to become relevant again in the AFC, the Dolphins need to explore all options this offseason, which is why they seem like the strongest candidate at the moment to land Tagovailoa.

Even before the 2019 season officially came to an end, Miami was considered a top landing spot for Tagovailoa since it was clear the team was in need of a new quarterback.

Some will claim this seems unfair for Rosen since a case can be made he deserves the chance to prove himself worthy of being able to handle the starting job, but at the end of the day, the last thing the Dolphins can afford is to look back wishing they didn’t pass on Tagovailoa.
