As silly as this might sound, not every winless team is created equally. There have certainly been some shocking developments through three weeks, both for the league's best teams and the league's worst teams.
I am not sure a single soul truly thought the Los Angeles Chargers would be winless through three weeks, and even a team like the Tampa Bay Buccaneers usually start out well before collapsing down the stretch, but they're also 0-3.
Let's sort through the five teams in the NFL that are 0-3 as Week 4 begins. We ranked them here simply based on how good they are, lumping in roster talent, coaching, and putting a large emphasis on the quarterback situation.

5. Miami Dolphins (@ Minnesota)
Unfortunately for the Miami Dolphins, this could get very ugly. The Dolphins play the Minnesota Vikings, a blitz-happy team that also leads the NFL in sacks. Vikings defensive coordinator Brian Flores once was the head coach of the Dolphins, and his tenure simply did not end well.
Many have looked at this as a revenge game for the Flores, which might not be inaccurate. As for Miami, they just lost their best player for the season in De'Von Achane, who has a torn ACL, and even with Achane in the mix, this team just isn't good. They don't have enough foundational talent and were obviously approaching this year as the first year of a major rebuild.
The Dolphins are supposed to be bad this year, but that doesn't make them any less bad. The QB situation appears to be mediocre at best with Malik Willis, and given how little talent this team has, I am not sure we can get a super accurate read on whether Jeff Hafley is a competent head coach or not.
