10. Cam Ward, Tennessee Titans
Cam Ward made some big-time throws during his rookie season and was not working with much on offense, and while the offense is not a finished product, there is more talent at wide receiver, so Ward should be able to build on his semi-encouraging first year in the NFL.
Ward does seem to have all the tools and has an insane arm so he'll be able to make all the throws, which is a huge part of making that leap. The Tennessee Titans are still working through this rebuild, though, so it's likely going to take into the 2027 season for the team to really put it all together.
And while the Titans aren't going to win a ton of games this year or make the playoffs, they're absolutely a team in that 'frisky' tier - they'll win a few games that not many expect and show some fight against tougher opponents.
Ward comes in at No. 10 and will take some good strides this year.
9. CJ Stroud, Houston Texans
There might not be a QB under more pressure in the AFC than CJ Stroud. Stroud is likely playing for a long-term extension this year. After his breakout rookie season in 2023, Stroud has been rather average the past two seasons and just has not been the franchise QB that you'd want.
The Houston Texans have made the playoffs all three years of his career, though, which is a testament to just how well built this roster is. And with the offensive additions this offseason, Stroud does have the best supporting cast he's had thus far.
There's honestly no excuse, but Stroud really doesn't excel at much of anything. He does check all the boxes, but there isn't a 'signature' part of his game, if that makes sense.
