14. Jacoby Brissett, Arizona Cardinals
The Arizona Cardinals had a fun start to the season and don't appear to be a dreadfully bad team, but with the way things have gone this year, there could be some personnel changes.
Jacoby Brissett is by no means a bad QB for the type of player he is - he should not be starting every week for a team unless a starting QB gets hurt. He's a high-end backup and knows how to play this game, but there is a distinct ceiling you get with Brissett.
He has six touchdown passes against four interceptions this year for a shaky 83.2 passer rating. On paper, he was a lot more efficient in 2025, but a lot of that was due to defenses playing softer coverage in more 'garbage time' situations.
Brissett is a fine backup QB and solid spot-starter, but he's No. 14 in our rankings, as there really isn't much else here.
13. Jameis Winston, New York Giants
Jameis Winston is cut from the same cloth as Brissett. Winston already has three interceptions in three games, and he's barely completing over 55 percent of his passes. He has a 70.4 passer rating and is honestly as erratic as they come at the position.
With that said, the New York Giants are 3-1 so far, and Winston has started for some solid teams in prior seasons. He knows how to play the game, but the thing with him is that you have to accept that he's going to put the ball in harm's way more than you'd like.
With the Giants having traded for JJ McCarthy, there is a world where he gets some starts, as Winston is who he is at this stage of his career.
