14. Kirk Cousins, Las Vegas Raiders
Kirk Cousins is a backup-caliber QB at this stage of his career. The Las Vegas Raiders signed Cousins to act as a stopgap option for Fernando Mendoza, who is obviously their long-term plan. There isn't a guarantee that Mendoza ends up being a franchise QB, but if nothing else, the Raiders are going about this the right way.
Depending on how the Raiders coaches think Mendoza has looked this offseason, they may feel comfortable trotting him out as the starter down the stretch in 2026 to at least see what they have in him before likely handing him the keys after the 2026 campaign is over.
Cousins can hold the fort down and win from the pocket, but his mobility is likely shot.
13. Geno Smith, New York Jets
Geno Smith has thrown 32 interceptions over the past two seasons and is now on his third team in as many seasons. Like Cousins on the Raiders, Smith is clearly a temporary solution for the Jets, a team with a trio of first-round picks in the 2027 NFL Draft.
With the young talent that the Jets have, they likely envision a scenario where they make an aggressive push for a first-round QB next year and insert him into a situation where there is enough talent to aid in his development.
Smith does have some frisky upside, but overall, there isn't much to like about him at this stage of his career.
12. Cam Ward, Tennessee Titans
Cam Ward made some nice throws during his rookie season but did not have a lot to work with. With the Tennessee Titans improving the situation around him a bit, Ward could take a year two leap, but this roster and rebuild are still in progress, so Ward's year to leap might be a partial one, with eyes on 2027 and beyond.
He's got all the tools but is still a work in progress at the moment.
