28. Tennessee Titans
The Tennessee Titans have made a lot of solid moves this offseason, but this team is still clearly in that rebuild phase. The offensive line still needs some work, and QB Cam Ward could use another weapon. Furthermore, a new coaching staff is in town, but I would definitely put the Titans in that tier of team that could play spoiler here and there.
They do have that under-the-radar makeup about them, but we're still a year or two away from this team being a legitimate playoff threat. I've said it many times, and I'll say it again: the Titans bringing in Brian Daboll as the offensive coordinator was an exceptional move and might be the biggest move of the offseason.
But even if Ward breaks out, the overall roster talent doesn't really inspire a ton of confidence for 2026. Give it another year, and the Titans could shoot up these rankings pretty significantly.
27. New York Jets
The New York Jets have three first-round picks in the 2027 NFL Draft and are surely gunning for a quarterback next April. For the time being, fans may have to deal with the Jets again being among the worst teams in the sport, but it's impossible to ignore how much young talent is suddenly on this offense.
Geno Smith is also in as the QB, and while Smith has been flat-out horrendous the past two seasons, he is playing with a group that could elevate his game closer to league average, but I believe when you put all of this together, including the shaky head coach and iffy defense, the Jets still aren't in a position to make a ton of noise this year.
Like other teams low on this list, 2027 could really be a breakout year if the right QB enters the room.
