12. Chuba Hubbard, Carolina Panthers
If you're a pessimist, then Chuba Hubbard's outstanding 2024 season was just lightning in a bottle. If you're an optimist, his down year in 2025 was a fluke.
Regardless of where you land on that spectrum, the possibility remains that Hubbard could be as good as we saw in 2024, provided he can stay healthy. And right now, there are some questions about that.
He's back practicing for the Panthers after dealing with a hamstring injury, and is on track for Week 1 of the season, but a potential breakout player in Jonathon Brooks is nipping at his heels.
11. Cam Skattebo, New York Giants
If he can get himself a clean bill of health for the season, Cam Skattebo has a chance to skyrocket up this list. What we saw from him as a rookie was impressive until he went down for the season.
He showed off his ability to be an effective player on all three downs with 410 rushing yards, 207 receiving yards, and 7 total touchdowns in just 8 games as a rookie. His combination of vision, power, and high football IQ are all really fun to watch.
Some people don't feel like Skattebo is going to last long in the NFL due to the physical nature of his game, but for the time being, he gets the benefit of the doubt as a promising young player who really played well in his first NFL action.
10. Josh Jacobs, Green Bay Packers
When healthy, Josh Jacobs is one of the best all-around running backs in the NFL. And then there are other times when he's entirely average.
Jacobs, as of this particular moment in time, is dealing with both injury and off-field issues that really push him down this list. The Packers have gotten some exciting development this offseasoan from former 3rd-round pick MarShawn Lloyd, who has barely seen any NFL action up to this point because of injuries.
While Lloyd doesn't seem to be a true threat right now to take Jacobs' job, we might not be far off from that conversation taking place.
9. Bucky Irving, Tampa Bay Buccaneers
After finishing 6th in the NFL Offensive Rookie of the Year voting in 2024, Bucky Irving had an injury-plagued sophomore season and was unable to show much pogress in 2025.
And that was really unfortunate.
Irving had over 1,500 yards from scrimmage and 8 total touchdowns in his rookie season, proving to be a fantastic three-down weapon with big-play potential every time he touched the ball (5.4 YPC, 8.3 YPR). He's entering a pivotal third season with the Bucs, and pass-catching specialist Kenneth Gainwell could very well steal some valuable touches from him.
