5. Jacksonville Jaguars

Thanks to the decision by the Philadelphia Eagles to not use the franchise tag on Nick Foles, the former Super Bowl MVP is expected to hit the free agency market, and at the moment, the Jacksonville Jaguars appear to be the favorites to land the quarterback.

Of course, just because the Jaguars are the favorites to land Foles doesn’t necessarily mean it’s going to happen, so if this scenario were to fall through, someone like Rosen could be worth considering for a backup plan.

Rewarding Blake Bortles with a hefty extension last offseason he clearly didn’t deserve was a terrible mistake by Jacksonville after watching the former first-round pick take a step back in 2017 in one of the worst ways possible.

Moving on from Bortles certainly won’t be easy if this ends up being the path the Jaguars decide to take, but how many more chances are they willing to give him when it’s clear he’s far from the answer?

Rosen may not look like an upgrade over Bortles right away, but at least the youngster would be worth giving a shot to develop into the kind of quarterback Jacksonville needs. At this point, any other quarterback sounds like a better option over Bortles, meaning the Jaguars would have nothing to lose with Rosen.
