2. Tampa Bay Buccaneers

If Tampa Bay’s alternative to Rivers is a quarterback who throws 30 touchdowns and 30 interceptions a season, the team might as well give Rivers a shot. While Winston possesses a higher ceiling at this point in his career, no team wants to give a turnover machine like him close to $30 million per year.

Rivers should cost less money than Winston and will bring the team a breath of fresh air. Winston, who went 28-42 as a starter in Tampa Bay, also looks like he needs a fresh start. In the end, this move would benefit all sides.

While Bruce Arians’ offense isn’t easy to learn, it can do wonders for quarterbacks. Arians worked with Ben Roethlisberger as the offensive coordinator in Pittsburgh for five seasons before serving as interim head coach in Indianapolis with Andrew Luck. Arians then served as Arizona’s head coach for five years, during which the aging Carson Palmer thrived. Tampa Bay’s offensive system could get the best out of Rivers.

Also, the prospect of playing with Mike Evans and Chris Godwin is any quarterback’s fantasy. Evans averaged 89.0 receiving yards per game last season while Godwin contributed 95.2 per game. The dynamic duo at receiver makes up for what Tampa Bay lacks along the offensive line and in the backfield. Plus, Tampa Bay’s defensive front played like one of the best in the NFL last season.

With some additions in the draft and free agency, the Buccaneers could become competitive in 2020.
