10. Deshaun Watson and Brandin Cooks, Houston Texans

After trading away DeAndre Hopkins, the Texans acquired Cooks and a fourth-round selection for a second-round pick. Cooks suffered multiple concussions last season, and he produced the worst numbers of his career. However, with an offseason to recover from his injuries, he could return to a borderline Pro Bowl level.

Before his ill-fated 2019 campaign, Cooks strung together four consecutive seasons with over 1,000 receiving yards. He’s also succeeded as a team’s top pass-catcher in the past, leading New Orleans in receiving yards twice during his three-year stint with the team. Cooks isn’t an elite player, but he’s a capable top option when healthy.

Alone Cooks could never make a case for cracking a top ten list. In this situation, Watson carries the former Saint, Patriot, and Ram. Watson flashed his incredible potential during a seven-game stint as a rookie. While he isn’t playing like a top-five quarterback yet, the college national champion did make each of the last two Pro Bowls and ranked seventh in the latest quarterback power rankings.

Cooks and Watson have never played together, so I can’t see them rising any higher than tenth before the start of the 2020 season. Some people probably prefer Kyler Murray and Hopkins at this spot, but Watson is the deciding factor in placing Houston’s duo at number ten.
