14. Justin Herbert, Los Angeles Chargers
Justin Herbert has thrown at least one interception in every game this year. He's now up to six on the season with just four touchdown passes and 816 yards. Simply put, Herbert and the Los Angeles Chargers stink right now.
Herbert's style of play clearly doesn't match well with what Mike McDaniel wants to do on offense, and the veteran QB's confidence seems shot, but how could you blame him?
The Chargers are banged up, and it's not like the roster, in a healthy form, was all that good to begin with. Los Angeles is simply struggling to do much of anything well right now, and Herbert's bad play is noticeable.
Yes, he has a lot of physical talent that people can't seem to quit, but none of it matters right now. Herbert's passer rating is a 70.6, which is benchable play that you'd not even expect from a backup QB.

13. Daniel Jones, Indianapolis Colts
Daniel Jones has been quietly bad this year. He's thrown three touchdowns against four interceptions. His passer rating is 73.9, and he and the Indianapolis Colts simply look nothing like how they did at this point in 2025.
The Colts were figured out, and Jones has never been a special QB or an elevator. The best QBs in the NFL are able to elevate the talent around them, and Jones is simply 'just a guy.'
Indy doesn't necessarily have overwhelming talent on offense, though, but their supporting cast is perfectly good enough for us to definitively say that Jones just isn't a good QB. He's largely been bad his entire career and doesn't appear to be a long-term option for this franchise.
